This is in the On Ballot state, meaning that has been added to the ballot as proposed amendment 2009-2.
This amendment changes the name of the "Mailing List Committee" to the "Communications Committee", and expands the committee's scope of duties to include other forms of electronic communication with and among the NANOG community.
It also includes some structural changes to bring it more in line with how the Program Committee is specified.
1. In Section 4, replace the text "Mailing List Committee" with "Communications Committee".
2. Replace Section 6.2.2 in its entirety with:
6.2.2 Communications Committee Membership and Selection
The Steering Committee will appoint three or more members of the Communications Committee.
Each Steering Committee appointee to the Communications Committee will serve a two-year term, with terms staggered such that as close to half as possible of the terms expire each year. No member will serve more than two consecutive terms, although additional terms may be served after a one-year interval.
A Communications Committee member may be removed before the expiration of his or her term if at least five members of the Steering Committee vote for the removal.
3. Replace Section 7 in its entirety with:
7. Communications Committee
The Communications Committee will be responsible for the NANOG mailing list, and other forms of electronic communication among the NANOG community as agreed with the Steering Committee.
7.1 Mailing List
One of the primary functions of NANOG is the maintenance of a mailing list (the NANOG list).
The Communications Committee will be responsible for the administration and minimal moderation of the NANOG list.
7.1.1 Eligibility
The NANOG list will be open to anyone to subscribe.
7.1.2 Acceptible Use Policy
The NANOG List Acceptable Use Policy will be publicly available on the NANOG web site. Any changes to the Acceptable Use Policy must be approved by the Steering Committee.
7.2 Other Duties
The Communications Committee will be responsible for the administration of other mailing lists and other forms of electronic communications among the NANOG community, as agreed with the Steering Committee.
7.3 Communications Committee Membership
The Communications Committee will consist of at least three members selected by the Steering Committee, and one member selected by Merit. Members of the Communications Committee may not serve concurrently on the Steering Committee or the Program Committee.
The chairperson of the Communications Committee will serve ex officio in a non-voting role on the Steering Committee, in order to facilitate communication between the two groups.

I would like to propose a name change of the "Mailing List Committee" to the "Communications Committee" and hereby propose a greater involvement and responsibility of the new Communications Committee to include NANOG website administration (http://www.nanog.org), implementation of new technologies approved by the Steering Committee and Merit, and responsibility for maintaining official NANOG social networking accounts and dissemination of information approved by the Steering Committee, Program Committee or Merit.
The responsibilities listed above may be approved in full or in part, and may be listed as separate items if any or all of the items above require membership vote.
In order to make this work, some reorganization of the existing charter text was needed. The new text attempts to be clearer and better organized, without changing the intent of the original text beyond the specific changes noted above.
