It can be done with IPv4 as-is.

Build an IP-in-IP tunnel.  Have the gateways doing encapsulation
to slap higher priority on the packets, so there won't be any
loss.  Place a rate limitation on traffic entering the tunnel.

Much better than CBR SVC in many ways.

I know of at least one company which plans to offer that kind of
functionality, at wire speed :)
