The Qwest networks are the ones that I am having problems reaching hosts from or getting to from other networks.When I look at telnet:route-views.oregon-ix.net I see lots of flap dampening. So your BGP announcements keep going down and coming back up. Also in most cases the AS path ends in 3908 8015 30309 and/or there is lots of prepending happening all over the place.
