What should be delivered to the operators?
Dark fiber without any management with the exception of “burglar alarm loop”
The possibility for operators to build access rings with one fiber pair in each direction out of each building
Initial design goal is for 40 operators per city, 15 operators in the suburbs and 10 operators in rural areas
Nationwide grid at a minimum of 350 pairs
The fiber should be deployed in such a way that it is possible to build both a ring or star network depending on the operators choice using the same fiber plant
