Keynote: An Internet Lawyer's Reflections on Critical Internet Governance and Number Resources Issues

Stephen M. Ryan, General Counsel, American Registry of Internet Numbers (ARIN) and Partner, McDermott, Will and Emery

Stephen M. Ryan is partner and head of the Government Strategies Practice Group in the law firm of McDermott Will & Emery LLP based in the Washington, D.C. office.  He provides lobbying, litigation  and counseling services for the high-technology community, and companies in highly regulated industries.  Steve is a leader on internet governance issues and often attends international forums addressing such issues for his clients.  For example, he attended the WSIS meeting in Tunis in 2005 and the IGF meeting in 2006 in Athens.  Steve also recently co-authored an article in the Santa Clara Computer and High Technology Law Journal, entitled “Legal and Policy Aspects of Internet Number Resources” with ARIN Board Chairman John Curran and ARIN CEO Ray Plzak. 

Steve is deeply committed to pro bono work, and represented Justin Berry, an adolescent, who disclosed internet child pornography practices.  That case has led to numerous prosecutions.  He has broad experience in addressing the combined legal, political and press related challenges stemming from Congressional oversight and investigation.  For example, last year he represented Hewlett Packard before the House Energy and Commerce Committee investigation regarding pretexting.  

Steve has experience in all branches of the U.S. Government.  He served as General Counsel to the U.S. Senate Committee on Governmental Affairs, chaired by the Honorable John Glenn. 
Steve served as Deputy Counsel of the President’s Commission on Organized Crime, directing investigations against La Cosa Nostra and other criminals during the Reagan Administration.  He also served as an Assistant U.S. Attorney in Washington, D.C., prosecuting criminal cases.  He received a special commendation from the Attorney General and other Justice Department awards.

Steve earned his J.D. from the Notre Dame Law School, and his B.S. from Cornell University.  He is admitted to practice in the District of Columbia.  He served as the law clerk for the Honorable Robert A. Grant, U.S. District Judge for the Northern District of Indiana.
