Idea: connect shared trees in hierarchy
Level-0 RPs are inside domains
They propagate joins from downstream routers to a Level-1 RP that may be in another domain
Level-0 shared trees connected via a Level-1 RP
If multiple Level-1 RPs, iterate up to Level-2 RPs
